Local Youths Launch Financial Aid Scheme to Support Education and Small Enterprises

Tinputz District Youth Association (DYA) in Bougainville has successfully launched a local savings and loans scheme aimed at empowering the youth in their community.


This innovative financial model is designed to provide crucial financial support to registered youth, helping them with school fees and the growth of small medium enterprises (SME’s).

The initiative named Change Maker Savings & Loans, is built around principles of sustainability and self-reliance. By addressing the financial challenges faced by young people in the region, the scheme offers a pathway for long-term economic stability. Its focus on education and local entrepreneurship aims to foster a new generation of community leaders and business owners who can sustain their livelihoods.


The scheme has been developed with the backing of Australia’s Department of Foreign Affairs (DFAT) and the Bougainville Youth Federation. Their support has been instrumental in making the program a reality, allowing the Tinputz DYA to build a platform that can directly contribute to local development.


“The Change Makers Saving & Loans scheme was created to support our youth, helping them to rise above financial barriers that often hinder their educational and entrepreneurial aspirations,” said Chairman Emilio Billy. The program encourages not only registered youth but also ordinary members of the community to participate, creating a ripple effect that promoted financial inclusion and collective growth.


The savings and loans scheme is expected to continue evolving as a key pillar of the community’s drive towards economic independence, sustainability and long-term prosperity. With its focus on both education and enterprise, the Tinputz DYA is shaping a future where the youth can thrive and contribute to their community’s development.
